Wendell Aoki, President
Born and raised in Hawaii. Involved with HSA/HSF since the early 1980’s working with Reid Inouye as Water Patrol and eventually evolving into a Judge position. Upon Inouye’s retirement, Wendell assumed the position that he holds today, going on to 35 years of service to the amateur kids and adults in Hawaii’s Amateur Surfing. Wendell is still a judge for the Quiksilver in Memory of Eddie Aikau. He found a need to fill and founded HSP (Hawaii Surfing Production) offering event services to various groups and manufacturers providing event productions, permitting, and all staffing to run said events.
Wendell is currently employed by (KCC) Kapiolani Community College.
James "Kimo" Leong
Kimo working with HASA/HSA as Water Safety in 1999. His commitment to HSA has gained him a Vice President status since 2015. Kimo can also be seen at the major World Surf League Events in Hawaii as Event Security under his company Kanaka Security Solutions. He is also the Security Head of the World Famous “The Quiksilver in Memory of Eddie Aikau”. His vocation is an Iron worker Local 625 with Associated Steel Ltd. While Leong describes himself as a big teddy bear, he’s an undeniable fixture and patriarch of Makaha, and his insight makes a lot of sense: show respect, study the water, and clean up your opala when you leave. It’s paradise, so we all share in that responsibility to keep our beaches pristine for the keiki and generations to come. He is also known as the Kona Brewing Ambassador.
Jack Shipley, Director
Born in Maryland and moved to Hawaii when he was 9 years old in 1961. Jack judged his first event in 1966 for HSA. Cofounder with Gerry Lopez in the Lightning Bolt Surf Shop in 1970-1980’s. Shipley meanwhile continued to judge contests at every level, and was regarded as one of the most knowledgeable observer of the Hawaiian surf scene. Hired by the world pro tour, Shipley was director of judging from 1976 to 1982, and as of 2012 he'd worked as a judge at every single Pipeline Masters event with IPS & ASP. Jack has judged more than 90 events at Pipeline. Jack is currently creating judging panels for the future of surfing, one judge at a time. His son Davey has followed in his footsteps and is a WSL Head Judge today.
Raymond Shito, Treasurer
Raymond has served on the HSA board for many years. If he's not writing checks or passing out instructions and jersey's at most Professional and Amateur events in Hawaii as a Beach Marshall, you will find him competing in the Explorer Super Senior Division. Raymond is retired from the University of Hawaii, and just enjoys being at the beach and with his family.

Kawika Foster, Director
Kawika is an Ocean Safety Specialist working with Hawaiian Water Patrol Inc. His knowledge of the waters off the North Shore makes him an unsung hero to many surfers paddling into big waves that hit out North Shore of Oahu. Kawika also provides security at all Professional and Amateur surfing events in Hawaii. Born and raised in Haleiwa, Hawaii. When Kawika is not saving lives in the water, he can be seen setting up event scaffolding and at times a back up judge for many events.
Milo Murguia, HSA Kaua'i Director
Born and raised on the island of Kauai. Started surfing career in the HAWAIIAN SURFING FEDERATION at the age of 10. Been involved ever since but took over as contest director in 2011-2012,and judged for a number of years before that. Have also judged on the WSL Hawaii judging panel.
John D Willard III "Papa John", Maui Director
Papa John born in California as an Air Force Brat and took up surifng at the age of 19. Arrived in Maui where Kimokeo Kapalulehua took him under his wing and showed him want it takes to do major events, concerts and productions along with help from Rodney Kilborne. Works as a professional photographer and has served on the board of several grassroots, community and non-profit organizations. John is a 2-ISA certified judge, and speaks Spanish, Hawaiian, Tahitian and French as well as English. His proudest accomplishment is his wife Donna, seven kids and 3 grandchildren. John has worked for NSSA, WSL and for the past 6 years at the director of HSA Maui.
Dominic Del Rosario, HSA Big Island Director
Dominic is a professional lifeguard and surf coach as well as the CEO for the Kona Surfing Company. His favorite surf spot is Banyans and he's a regular foot surfer. Although he has joined HSA in the past few years, he has been in the surfing arena for most of his life. Dominic was the Billabong Camp Ambassador in Kona Hawaii. He believes in sharing the Local Culture and protecting the Aina. If he's not out there teaching tourist how to surf, he's there surfing with his kids.
